Regulations on Status Management for International Undergraduate Students of China Three Gorges University (Revised)


Chapter Eight School Transfer and Major Change

Article 39 Generally, international students shall not transfer to another university after enrollment. For those with special reasons for transferring, they shall submit a written application and then they will be handled as voluntary withdrawal.  

Article 40 Procedures for international students transferring to our University

  1. The students shall submit the following materials to the Department of International Relations:

  2. The original consent letter from the University that originally enrolled the students;

  3. The original transcript from the University that originally enrolled the students;

  4. The application form for international students of China Three  Gorges University;

    4. Copy of the passport;

    5. Copy of the Health Certificate and Financial Support Statement for student with a duration of study for more than 6 months;

    (2) Relevant colleges shall decide whether to accept the students or not according to the courses that the students have studied and their result and other realities. The students shall be assigned to corresponding class with student number after registration.

    (3) The University shall submit related documents to Hubei Provincial Department of Education and Foreign Affairs Office of Hubei Provincial Peoples Government for approval.

    (4) The students shall pay relevant fees according to the standard of the transferred major.

    Article 41 International students may change their majors after enrollment. The major change application of the freshman is accepted within one month from the date of registration, while the major change application of students in other grades is accepted within one month before the end of the spring semester of each academic year. International students are allowed to change their majors after filling in the Application Form for International Student’s Change of Enrollment Status and obtaining approving from the original college, the transferred college and the Department of International Relations. After transferring into the new college, the international student shall follow the talent cultivation plan of the transferred grade of the transferred major and pay the tuition fee according to the standard of the transferred grade of the transferred major. After completing the formalities of major transfer according to the rules, the students’ course results and credits which are obtained from the original major and fit the curriculum of the transferred major will be recognized.

    Article 42 The international students who have any of the following circumstances will not be allowed to transfer major:

    (1) Failing to apply within the given time after enrollment;

    (2) Applying one year before graduation

    (3) Still in the period of a disciplinary punishment

    (4) Student who shall be dropped out or expelled

    (5) Without valid reasons.

    Chapter Nine Suspension and Resumption of Schooling

    Article 43 Under any of the following circumstances, the students shall be required to suspend schooling:

    (1) Those who apply for suspension of schooling voluntarily;

    (2) Those whose leave of absence accounts for over 1/3 of teaching weeks of the semester.

    (3) Those that are required to suspend schooling by the University.

    Article 44 The period for schooling suspension is usually one academic year from the date of completing all formalities (if approved by the University, the students may suspend schooling for sick leave for two consecutive academic years). If the students need to extend schooling suspension, they shall re-apply before the expiry date of present schooling suspension. Otherwise, they will be handled according to the rule of the 4th paragraph of Article 54. The total period for schooling suspension shall not exceed two academic years.  

    Article 45 Related issues concerning student who applies for schooling suspension will be handled according to the following rules:

    (1) The students shall fill in the Application Form for International Student’s Change of Enrollment Status. The students applying for schooling suspension for sickness shall also present diagnosis certificate; and the students applying for schooling suspension for other reasons shall also present consent letter from their guardian. The form and related documents shall be submitted the college and then the Department of International Relations for approval.

    (2) The students shall return to their home country immediately after their schooling suspension is approved.

    (3) The students shall not enjoy the rights as a regular student during the period of schooling suspension.

    (4) The students shall not return to the University to attend classes or take exams.

    Article 46 A schooling suspension notice will be issued by the Department of International Relations. The students shall complete related formalities at relevant university departments and leave the school on time within 10 working days after their schooling suspension is approved.

    Article 47 Schooling resumption shall be handled according to the following rules:

    (1) Before the expiry date of schooling suspension, the students shall fill in the Application Form for International Student’s Change of Enrollment Status in time. After being approved by the college and the Department of International Relations, they can resume schooling. The students who suspended schooling for sickness shall apply for schooling resumption after submitting the qualified health certificate and being rechecked by university hospital or designated hospital.

    (2) The students shall be assigned to the next grade of their original major under the next grade (If the duration of schooling suspension exceeds one academic year, the grade shall be determined based on related realities), and shall follow the talent cultivation plan of that grade and pay the tuition fee according to the standard of that grade.

    Article 48 When the students apply for schooling resumption, if the original major stops recruiting students in the next grade, the students may transfer to a related or similar major based on his/her application and assessment of the related college.

    Chapter Ten Duration of study, Repetition and Withdrawal

    Article 49 The duration of study is determined by the talent cultivation plan of different majors. The standard length of schooling for undergraduate programs is 4 to 6 years. Based on the students learning capacity and conditions, the duration of study could be reduced or extended according to related rules. The longest duration of study (including repetition, school suspension, etc.) for undergraduate students shall not exceed 8 years (10 years for Clinical Medicine).

    Article 50 Under any of the following circumstances, the students may apply for extending duration of study:

    (1) Failing to complete all required courses prescribed by the talent cultivation plan within the standard length of schooling and not yet meeting the criteria for withdrawal.

    (2) Failing to pass their graduation thesis/design or finish the graduation practice.

    (3) (For students who have applied for the second major or double degrees) Failing to complete the corresponding talent cultivation plan.

    Article 51 The students who are applying for extending duration of study shall fill in the Application Form for Extending Length of Schooling of CTGU. The extension shall be effective after approved by the College and the Department of International Relations. The students shall apply for extending duration of study on semester base before June 20 each year,

    Article 52 For students who have extended duration of study (excluding those for the reason of schooling suspension), educational resources compensation for their duration of extension shall be charged according to related rules.

    Article 53 Under any of the following circumstances, the students shall repeat the grade:

    (1) Failing for up to 20 credits of courses in one academic year;

    (2) Failing for up to 30 credits of courses during the previous academic years;

    For both cases, the demotion procedures will be carried out in every September after the publication of the results of supplementary examinations.

    (3) Applying for repeating the schooling year voluntarily.

    Article 54 Under any of the following circumstances, the students shall be dropped out:

    (1) Reaching the standard of repeating the same grade for the second time or repeating different grades for the third time;

    (2) Failing to graduate or complete the study after reaching the longest duration of study (including repetition, schooling suspension, extension of length of schooling, etc.) at school (including studying in China or foreign countries) for whatever reasons;

    (3) Failing to complete the courses prescribed by the talent cultivation plan and failing to apply for extension within the longest duration of study;

    (4) Being not able to continue the study after diagnosed by designated hospitals for serious diseases, infectious diseases or accidental dismemberment;

    (5)  Failing to apply for schooling resumption within the given time or pass the evaluation for schooling resumption before or at the expiry date of schooling suspension;

    (6)Failing to register in the given time and apply for late registration;

    (7) Failing to participate in the teaching activities prescribed by the University for consecutive two weeks without asking for a leave;

    (8) Applying for withdrawal voluntarily

    (9) (For general visiting students) Having asked for leave for over one month in one semester;

    (10) (For undergraduate students) Having asked for leave for over 1/3 of the total teaching hours and not apply for schooling suspension;

    (11) Being not able to continue study for other reasons.

    The withdrawal in accordance with above regulations is not a punishment to the student.

    Article 55 Students application for withdrawal shall be signed by college, approved by the Department of International Relations, and submitted to the University for approval.

    Article 56 Issues related to student withdrawal shall be handled according to the following rules:

    (1) A written decision shall be issued and sent by the University to student as well as the Hubei Provincial Department of Education, the Exit and Entry Administration Office of Yichang Municipal Public Security Bureau and the embassy of the student’s home country in China. The written decision shall take effect after the announcement of the University if it is unable to be served to the student.

    (2) Students withdrew for sickness or physical disability shall be taken back home by their guardian.

    (3) The students shall complete the procedures for leaving school within 10 working days of receiving the decision on withdrawal.

    Chapter Eleven Graduation, Completion, and Partial Completion

    Article 57 Students completing all required courses prescribed by the talent cultivation plan within the longest duration of study shall be permitted to graduation and granted a Graduation Certificate by the University. A corresponding Degree Certificate shall be granted to qualified students.

    Article 58 If The students shall apply for extending duration of study in case of failing to complete the required contents prescribed by the talent cultivation plan within the standard of length of schooling and not exceeding the longest duration of study. Otherwise, they will be regarded as Completion.

    Article 59 The students may apply for completion or extending duration of study in case of failing to meet the graduation criteria after completing the required contents prescribed by the talent cultivation plan and not exceeding the longest duration of study. Those who have applied for completion will be issued a Completion Certificate instead of Graduation Certificate.

    Article 60 The students shall follow the talent cultivation plan in the grade of their period of extension and pay the tuition fees according to the standard of the grade if they apply for extending duration of study.

    Article 61 The University may provide a Certificate to the students who withdrew according to the Article 54.

    Article 62 The University shall fill in and issue the Graduation Certificate and Degree Certificate in accordance with type of schooling and for of study which are determined at the time of admission.

    Article 63 The University shall follow the electronic registration management system of higher education certificates, submit the information of Graduation Certificate or Completion Certificate to relevant departments and complete the electronic registration according to the requirements of the Ministry of Education of China.

    Article 64 Graduation Certificate and Degree Certificate shall not be granted to those who violated the state admission regulations; the Graduation Certificate and Degree Certificate which have already been granted shall be claimed back by the University and nullified by the higher administration.

    Article 65 If Graduation Certificate, Completion Certificate, Partial Completion Certificate or Degree Certificate has been lost or damaged, a certificate shall be issued by the University based on the students application and verification from the Department of International Relations. The certificate is equivalent to the original certificate.

    Chapter Twelve Teaching Management and Study of Chinese Language

    Article 66 Chinese Language and A Survey of China are compulsory courses to international students who receive degree education; Theory of Politics is a compulsory course to international students who major in Philosophy and Politics and. It’s not compulsory for international students in other majors to study Theory of Politics.

    Article 67 Chinese Language is the basic teaching language for cultivating international students. The University may provide the international students whose Chinese Language proficiency fails to meet the study requirements with necessary conditions for taking remedial courses.

    Article 68 The University may offer professional courses taught in English or other foreign languages for international students. The international students that take professional courses in foreign languages shall write the abstract of the graduation dissertation in Chinese.

    Article 69 International students who take professional courses in English or other foreign languages shall pass Level 3 of the previous Hanyu Shuiping Kaoshi (previous HSK-3) or Level 4 of the new Hanyu Shuiping Kaoshi (new HSK-4) for graduation.

    Article70 International students who take professional courses in Chinese shall reach Level 6 of the previous Hanyu Shuiping Kaoshi (pervious HSK-6) or reach the Level 5 of the new Hanyu Shuiping Kaoshi (new HSK-5) as well as pass the interview for the permission to study professional courses.

    Article 71 International students who major in Clinical Medicine shall be permitted to start internship after completing all the foundation courses and clinical courses. Those who apply for internship in China shall reach the Level 6 of the previous Hanyu Shuiping Kaoshi (new HSK-6) or Level 5 of the new Hanyu Shuiping Kaoshi (new HSK-5) before the start of internship.

    Chapter Thirteen Supplementary Provisions

    Article 72 Any unsettled issues shall be handled based on the reality and relevant regulations of the University.

    Article 73 The Regulations shall come into force as of the date of its publication. The Department of International Relations is responsible for any explanation. The previous Regulations on Student Status Management for International Undergraduates of China Three Gorges University (Revised) (No. 45 2014, Foreign Affairs of CTGU) shall be annulled simultaneously.
